Chamber CEO testifies at City Council: “We cannot host the world with a ‘closed’ sign on our door”

NEW YORK, NY – Today, Jessica Walker, President and CEO of the Manhattan Chamber of Commerce, delivered urgent testimony before the New York City Council in strong support of Introduction 948-A, a bill designed to introduce modest reforms to the city’s restrictive short-term rental laws.

Facing a City Council hearing room packed with small business owners and homeowners, Walker argued that the current regulatory framework (Local Law 18) has failed to improve housing affordability while inflicting severe collateral damage on the city’s economy—particularly in the outer boroughs and Upper Manhattan.

In her testimony, Walker expressed "shock" that the Administration’s representatives opposed the bill without acknowledging the massive accommodation crisis looming over the city for the summer of 2026.

“Between the 2026 FIFA World Cup and Sail 250, we project over seven million visitors will descend on our region next summer. To put that in perspective, that is more visitors than are projected for the 2028 Summer Olympics in Los Angeles,” said Jessica Walker, President and CEO of the Manhattan Chamber of Commerce. “Yet, we have only 135,000 hotel rooms citywide. By refusing to unlock capacity, we are effectively telling these tourists to stay in New Jersey and spend their dollars there.”

Key Highlights from the Chamber’s Testimony:

  • A Supply Crisis: New York City has approximately 135,000 hotel rooms to accommodate a projected 7 million visitors for the 2026 mega-events. Hotel occupancy is already hovering near 97%, driving prices to record highs that exclude middle-class families.
  • Economic Damage to Neighborhoods: The current ban has stripped an estimated $1.6 billion in visitor spending from the outer boroughs and crushed foot traffic in commercial corridors like Harlem and Washington Heights.
  • Job Losses: The Chamber cited data indicating the city is hemorrhaging 21,000 jobs and nearly $1 billion in worker wages by cutting off the customer base that sustains neighborhood small businesses.
  • A Surgical Solution: The Chamber emphasized that Intro 948-A is not a repeal of the ban on apartment building rentals. It targets only owner-occupied, one- and two-family homes, strictly prohibiting speculators while throwing a financial lifeline to working families.

“Other global cities have figured this out, implementing regulations that protect housing without destroying their tourism economy,” Walker added. “New York must do the same. We urge the Council to pass Intro 948-A immediately.”

To the newly elected officials for New York City: congratulations. You’re assuming leadership at a time when our city – and its business community – is facing more than its fair share of challenges. In the face of inflation, the onset of unprecedented tariffs, and economic volatility.

We write not as lobbyists, not as CEOs of major corporations, but as storefront business owners who drive the local economy and employ thousands of workers across NYC. We’re the people sweeping the sidewalk in the morning, signing paychecks at night, and trying to keep our doors open in between.

Here’s what we want you to understand: small business owners are often praised in speeches as the “backbone of the economy,” but too often we are not listened to before new laws, regulations, and mandates are passed. We’re busy running our businesses, managing our teams, and serving our customers; and unlike large corporations that have an abundance of lawyers and accountants on staff, we don’t have the time or resources to advocate for ourselves.

Running a small storefront isn’t just a business – it’s a juggling act. We are the CEO, the HR manager, the bookkeeper, and the janitor all in one. When a new rule comes down from the Mayor’s office or City Council, there’s no compliance department to handle it. It’s us, late at night, trying to decode regulations and paperwork, hoping we won’t get hit with a fine that could wipe out our week’s payroll, praying we don’t get sued for not complying with a law we don’t even know exists.

Our margins are thin, and our reality is fragile. During COVID, many of us were forced to close our doors while larger companies kept operating. We furloughed staff, survived on SBA loans, and did what we could to survive. For those of us who made it, we’re facing rising rents, property taxes, and insurance costs as we struggle to repay the very loans that were meant to help us survive, but we have little or no access to the abatements, subsidies, and incentive programs that big businesses rely on.

We don’t oppose regulation; we simply ask that you consider us before you legislate. A one-size-fits-all rule that makes sense for a Midtown bank branch can be impossible for a 500-square-foot neighborhood pizza shop. When storefronts close – as they do across Lower Manhattan, where vacancy rates now hover above 20% - our city doesn’t just lose businesses. It loses the eyes on the street, the character of our neighborhoods, the very fabric of community life.

So as you prepare to take on your new roles in January, here’s what we’d ask you to consider:

    • Listen before legislating. Every proposed new law or major agency rule should come with a Small Business Impact Statement, so you understand the real-world costs and burdens on small businesses before it’s enacted.
    • Help before you punish. We propose the adoption of a citywide “right to cure” for all first-time, non-hazardous violations—so the goal is compliance, not crushing fines.
    • Simplify the maze. Build a single, straightforward portal for permits, licenses, and compliance, so entrepreneurs can spend more time serving customers and less time navigating red tape. The current MyCity Business portal is a valuable first step, but deeper integration is needed to dismantle the remaining digital silos within city government.
    • Bring public servants into our world. If you call us the “backbone of the economy,” come see what that really means. We’d challenge every lawmaker and regulator to spend one eight-hour shift a year working in a small business—whether it’s a bodega, flower shop, or neighborhood restaurant—before writing rules that govern our lives. The Manhattan Chamber of Commerce will set this up for any local elected official that asks.

We don’t want special treatment. We just want a city that values the contributions of its small storefronts as much as it values its largest developments.

New York is defined by grit, hustle, resilience, and creativity—and no one embodies that more than its small business owners. We’re not asking you to save us. We’re asking you to finally see us, hear us, and build policies with us, not just around us.

The Manhattan Chamber of Commerce represents thousands of businesses, from small storefronts to large institutions, who all agree that safety is a prerequisite for serving their communities. We share the goal of a safe city, which requires a professional and well-supported security workforce. However, we strongly oppose Introduction 1391.

This bill is a stark example of legislative overreach. It goes far beyond setting a simple wage. It empowers a city agency to act as a central planner for an entire private industry, dictating complex, one-size-fits-all schedules for wages, paid sick leave, paid vacation, paid holidays, and benefit supplements. This top-down approach removes all flexibility for businesses to compete or to offer benefit packages that might better suit their specific employees, imposing a rigid mandate on an incredibly diverse sector.

The consequences will be devastating for our city's economy. The costs for essential security services will skyrocket for every office building, retail store, cultural institution, non-profit, and residential co-op. This isn't just a commercial issue; it hits New Yorkers where they live and support their communities. It forces businesses into an impossible choice: pay these crippling new costs or cut back on the security hours that keep their staff, customers, and tenants safe.

These costs are not absorbed in a vacuum. They are a direct inflationary driver. They will be passed on immediately to commercial tenants in higher rents and to everyday New Yorkers in higher prices for literally everything—from a cup of coffee to a theater ticket. This bill is a direct-line driver of the very affordability crisis it purports to address, making it harder to live and work in our city.

Introduction 1391 is not an isolated proposal; it is the latest and most egregious addition to the "mandate maze" of complex, unfunded, and overlapping regulations that are choking this city's small businesses. For years, owners have told us they are drowning in paperwork and cumulative costs. This bill is a prime example of legislating in the dark, with no clear understanding of the full economic consequences.

Has this Council studied how many security jobs will be lost to automation or cuts? How many small businesses, already on the brink, will be forced to close? What is the projected cost increase for non-profits, and which of their services will be cut as a result?

We urge you to abandon this dangerous bill. Instead, we call on the Council to do what it has failed to do for years: adopt a formal, mandatory process for independent economic impact statements. Legislating based on good intentions is not enough. You must be required to see and understand the full impact of legislation on jobs, small businesses, and the broader economy before you vote, not after the damage is done. We need data-driven, responsible governance, not this.

"The administration’s announcement today of yet another 10% tariff on Canada is a deeply alarming and counterproductive move that will be felt directly by New York’s small businesses and consumers.

Since the 'Liberation Day' tariffs were first announced in April, our members—the restaurateurs, retailers, and hoteliers who are the backbone of Manhattan’s economy—have faced crippling uncertainty and soaring costs. This new, impulsive tariff on our nation's closest ally only adds fuel to the fire.

Canada is not just a trading partner; it is our largest international tourism market. This policy simultaneously raises costs for businesses and discourages the very visitors we rely on to support our economy.

This constant volatility is not a viable economic strategy. It is a tax on our local businesses and a direct threat to our city’s economic recovery. When New York’s economy, which accounts for 8% of the nation's GDP, is harmed, the entire country feels the impact.

We urge the administration to reverse this decision, end this chaotic approach to trade policy, and work with our allies to provide the stability our businesses desperately need."

August 14, 2025 - Today, the New York City Council voted to adopt the Midtown South Mixed-Use (MSMX) plan, a visionary rezoning plan to foster vibrant, 24/7 mixed-use neighborhoods across 42 blocks of Midtown South. The plan will deliver an estimated 9,700 new homes — including up to 2,900 permanently income-restricted affordable homes — by updating zoning to allow a mix of commercial, manufacturing, and residential uses in areas where housing is largely not allowed today. The Chamber has been a strong and vocal supporter of the project.

NEW YORK, NYJuly 10, 2025 – As New York City prepares to host the FIFA World Cup and the 250th anniversary of the Declaration of Independence next summer, the Manhattan Chamber of Commerce has partnered with several groups across New York City to launch the 2026 Summer of Opportunity Coalition. The Coalition aims to maximize the economic impact of these events, which are estimated to generate more than $2 billion and attract 1M visitors, by encouraging tourism across all five boroughs and ensuring that local businesses benefit from them.

The 2026 Summer of Opportunity Coalition consists of local chambers of commerce, trade associations, and business improvement districts, including:

The 2026 Summer of Opportunity Coalition is focused on supporting local businesses, by providing business owners with programs and resources to prepare for the influx of new visitors, from guidance on staffing to language services and training on cultural sensitivity. The Coalition will also amplify the city’s marketing campaigns throughout the boroughs to draw visitors to diverse attractions and commercial corridors in the Bronx, Brooklyn, Manhattan, Queens, and Staten Island. Visitors can also expect guidance on navigation and access to information, supported by clear signage and multilingual support. Five Chamber Alliance Celebrates MWBE Excellence at Annual Awards

May 13, 2025 – The Five Chamber Alliance, representing the five boroughs of New York City, proudly hosted its annual MWBE (Minority and Women-Owned Business Enterprises) Awards on May 13, 2025. The event, sponsored by TD Bank, honored outstanding MWBEs that have demonstrated significant achievements, innovation, and contributions to their communities.

The awards ceremony brought together business leaders, community advocates, and government officials to recognize the vital role MWBEs play in New York City's economic landscape. Special guest speakers included Commissioner of New York City's Small Business Services Department, Dynishal Gross, and Commissioner of the Department of Consumer and Worker Protection (DCWP), Vilda Vera Mayuga.

"The Five Chamber Alliance is thrilled to celebrate the accomplishments of these exceptional MWBEs," said Jessica Walker, President and CEO of the Manhattan Chamber of Commerce.
